gauteng_legislatureThe GPL in collaboration GSF will through the Voter Education and Registration Campaign which is carried-out in line with CRC strategic objective of Enhanced culture of people-centered and people-driven development achieve the following:

  • Convene and Coordinate the province-wide Project Management Team;
  • Coordinate the implementation of the project through amongst others organising required services;
  • Liaise with all implementing partners and facilitate a formal relationships through the signing of a Memorandum of Understanding by all partners;
  • Align the campaign with similar campaigns in the province in order to maximise on resources and impact;
  • Provide the political leadership for the campaign and solicit buy-in from political parties represented in the Legislature;
  • Source funding for the implementation of the campaign including soliciting funding from the implementing partners;
  • Design a Monitoring and Evaluation plan as well as a reporting framework for the campaign;
  • Facilitate the project closeout process, develop a project closeout report which will be shared amongst all partners;
  • Assign a required number of personnel to form part of the Project Management Team; and Communicate approved marketing messages of the campaign through various platforms.

The EC in terms of section 4 and 5 of the Electoral Commission Act 51 of 1996 must through its powers, duties and functions promote voter education, promote conditions conducive to free and fair elections, promote knowledge of sound and democratic electoral processes and promote co-operation with and between persons, institutions, government and administration for the achievement of its objects.

  • Participate in the campaign planning phase to amongst others ensure and advise on compliance with the legislative mandate of the Electoral Commission.
  • Provide information and material for distribution during the implementation of the programme;
  • Assign personnel to facilitate and deliver presentations in the implementation of the following Work Stream deliverables: Education and Awareness, Dialogues and Activations; Assist in developing additional content for voter workshops;
  • Provide the province-wide campaign Project Management Team with relevant data including voter registration and voter turnout stats on request;
  • Brand the identified activities with the EC branding material, and
  • Communicate approved marketing messages of the campaign through various platforms

  • Provide the necessary support for the roll out of the campaign;
  • Coordinate with the Office of the Premier to ensure full participation by relevant GPG Departments in the campaign;
  • Fund the implementation of a designated number of Voter Education Workshops as per the campaign schedule;
  • Communicate approved marketing messages of the campaign through various platforms;
  • Assign personnel to the province-wide campaign Project Management Team.
  • Municipalities in Gauteng through COGTA and the Gauteng Speakers Forum should achieve the following:
    • adopt the province-wide campaign and mobilise all public representatives in their jurisdictions to support and actively participate in its implementation;
    • fund from their coffers the use of facilities i.e. venues, chairs, ablution facilities within their control for the implementation of the campaign;
    • augment the province-wide campaign by initiating interventions to cover areas not included in the campaign schedule;
    • communicate approved marketing messages of the campaign through various platforms; and
    • assign personnel to the province-wide campaign Project Management Team, and mobilise all councillors in the province to participate in the campaign.

  • The Department is responsible to provide support and grant permission for workshops and mobilization activities to take place in schools.
  • Provide support and grant permission for access to schools for the implementation of the following : Schools democracy Week, School Essay Competition and School Debate;
  • Identify and confirm ways in which the campaign can be fused with the Department’s extra curricula programme to extend the campaigns reach;

  • Lead the drafting and sponsorship of a Charter of Election Ethics as a primary Charter for the Voter Education and Registration Campaign for concurrence and distribution by all campaign partners;
  • Make available copies of the Charter of Election Ethics to partners for distribution;
  • Use its presence in sections of society including Institutions of Higher Learning (through MRM Youth Chapters) by mobilizing citizens to participate in Local Government Elections and activities of the campaign;
  • Conduct training/workshop on the Charter of Election Ethics for partners and all people involved in the Campaign;
